WATER, our most precious resource. We need pure water delivered efficiently at an affordable price, enough to keep our area beautiful and our gardens and trees productive. The issues are enormous for the future supply of water and we need to address ways to assure that it is available. CONSERVATION, CONVERTING SEA WATER TO FRESH WATER, SECURITY OF OUR OZONATION PLANT, DELIVERY SYSTEM UPDATE, AND ADEQUATE WATER STORAGE are issues that need to be addressed.

WATER SUPPLY: Helix Water District buys most of our water from the San Diego County Water Authority, which buys its water from the Metropolitan Water District of Southern California. The Helix Water District has no ground water source and little rain water runoff is available. Nonetheless, water service remains a true bargain considering the energy and expertise it takes to treat and deliver safe reliable water.

DEDICATION: As a Director for the Helix Water District, I am committed to the continued strong fiscal wellbeing of the District while controlling costs and keeping the water rates as low as possible. I introduced a motion, which was passed unanimously by the Helix Board to reduce expenditures across the board by $1 million a year over the next five years. This will result in lower water rates while maintaining improvements in the District’s infrastructure. As it is, Helix’s water rates are below average when compared to seven other area service providers. And I am dedicated to keep it that way.

LEADERSHIP: Elected to the Board in 2004; Board President 2006-2008; President of Council of Water Utilities 2008; Elected to (ACWA) Association of California Water Agencies/Joint Powers Insurance Authority’s Executive Committee; President of the Water Conservation Garden Joint Powers Authority; Serving on ACWA’s Insurance and Personnel Committee; Served on Helix’s Audit Committee; Founding Director of Home of Guiding Hands; Twice appointed by Ronald Reagan to the area-wide Developmental Disabilities Board for San Diego and Imperial Counties; Board member of East San Diego County Chamber of Commerce; Past Director of Lemon Grove Chamber; Planning Commissioner for the City of La Mesa for 14 years; Served on San Diego County Historic Site Board; Served for four years on Bond Oversight Committee for Prop. H.

PROFESSIONAL: Retired from a career in financial service. Holds three professional designations, CLU, ChFC, CFP. President and Chief Executive Officer of GAF Financial and Insurance Services, a subsidiary of Great American Bank; Adjunct Faculty of the College for Financial Planning; Instructor at Department of Finance at San Diego State University; Author and Lecturer on Ethics.

PERSONAL: Native San Diegan; Married for 53 years with two children and three grandchildren; President of GAF Financial Services subsidiary of Great American Bank.
